The Volunteer Program consisted mostly of people branded criminals coming from prisons and labor camps, most from Russian gulags, being used as test subjects aboard Talos I and the Pytheas moonbase. The tests ranged from testing neuromods/scanning their talents for use in the creation of neuromods, to being sacrificed to Mimics for producing the exotic material needed to make neuromods.
